Down Nearly 30%—Is It a Buying Opportunity? Three Hidden Risks Behind the Richard Heart Case
In October 2026, a development sent shockwaves through the crypto market, prompting HEX, PulseChain, and PulseX holders to reassess their investment theses. On October 14, Richard Heart, founder of HEX and PulseChain, was detained in Istanbul, Türkiye. On October 17, Türkiye’s justice minister publicly confirmed the news, disclosing that the enforcement operation had uncovered approximately $7.15 million in cash and six cryptocurrency cold wallets. The case is linked to a Red Notice previously issued by Interpol, and the relevant investigations remain ongoing. Following the news, HEX suffered a sharp price decline. According to Cointelegraph’s October 15 report, the token fell nearly 30% at one point within 24 hours, with its market capitalization shrinking accordingly. But beyond the price volatility lies a more fundamental question: Why do some projects that claim to be decentralized still behave like companies heavily dependent on a single boss when their founders run into trouble? If a project supposedly built on decentralized technology suffers a severe confidence shock because its founder has been detained, to what extent has it actually achieved decentralization? 1. First, Let’s Be Clear: Detention Does Not Mean Conviction Richard Heart’s legal situation needs to be understood in the context of separate judicial proceedings. Finnish authorities had previously sought international cooperation over allegations including aggravated tax fraud. Interpol issued a related Red Notice in December 2024. A Red Notice is not an international arrest warrant, nor is it a court judgment establishing guilt. It is part of the international police cooperation system. Decisions on continued detention, extradition, and the eventual outcome of a case must be determined under the applicable legal procedures. Meanwhile, the U.S. Securities and Exchange Commission (SEC) sued Heart and related projects in 2023, alleging unregistered crypto asset securities offerings and the misappropriation of some offering proceeds to purchase luxury goods. In 2025, a U.S. federal court dismissed the case on the grounds that the SEC had failed to adequately establish U.S. jurisdiction. The SEC subsequently did not refile the lawsuit. This means the outcome of the U.S. civil case cannot simply be applied to Finland’s tax investigation. Conversely, allegations made by Finnish authorities must not be treated as proven criminal facts before the judicial process has concluded. For investors, accurately distinguishing established legal facts from market speculation is the first step in analyzing news of this kind. 2. Why Can a Founder’s Detention Trigger a Sharp Token Sell-Off? When the head of a traditional company runs into trouble, its stock may come under pressure. When a crypto project's founder faces legal problems, its token can also plunge rapidly. The underlying logic is similar, but crypto assets have a particularly important distinction: many tokens do not represent equity in a project company, nor do they automatically grant holders the right to share in its profits. So what, exactly, is the market worried about? The concern is not that the code will stop running, but that no one may remain to drive the project forward. A blockchain network can continue operating through distributed nodes, and smart contracts can continue executing according to their predetermined rules. A founder’s detention does not necessarily mean the associated network will immediately shut down. But the ability to keep running is not the same as the ability to keep growing. Who will handle development? Who will fix vulnerabilities? Who will drive ecosystem partnerships? Who will maintain the community? Who will respond to users and investors? If these responsibilities have long depended on one individual or a small team, the founder’s inability to participate could create real operational problems. Investors must therefore distinguish between two concepts: a surviving network is not necessarily a healthy ecosystem, and an operational smart contract does not guarantee stable economic value for its token. A founder can be both a brand asset and a concentration of risk Richard Heart has long promoted HEX, PulseChain, and PulseX through a distinctive personal brand. A strong personal brand can provide a marketing advantage. One individual can continuously attract attention, organize a community, and persuade users to believe in a particular vision of the future. But when market confidence in a project depends heavily on that person, personal risk can spread directly throughout the ecosystem. This is a classic example of concentrated risk: a project may appear to have multiple tokens, several products, and a large community, yet its primary source of market confidence may ultimately be just one person. When that key figure faces legal trouble, investors are forced to reassess the project's governance, development, liquidity, and long-term prospects all at once. This does not mean every project driven by a personal brand is problematic. The real question is whether the founder’s influence is helping the project grow or has become a dependency the project cannot escape. 3. The Most Overlooked Risk: The Token You Buy May Not Represent the Project Value You Think It Does When evaluating a project, investors typically focus on three things: the founder’s narrative, how much the token price has risen, and how active the community appears. But these signals alone cannot fully explain why a token has value. For HEX, investors should examine its staking mechanism, token distribution, holder concentration, and actual trading liquidity. For PulseChain, they should monitor network usage, development progress, ecosystem applications, validator structure, and whether network activity can generate sustained demand. For PulseX, the key factors include trading volume, liquidity depth, fee mechanisms, user activity, and governance rights. There is another common trap to avoid: tokens within the same ecosystem do not necessarily carry the same risks. HEX, PLS, and PLSX have different token mechanisms and intended use cases. Tokens with the same or related names traded in different pools or on different networks may also have different liquidity conditions and price performance. Therefore, investors should not assume that a decline in one token's price means the value of every asset in the ecosystem has fallen by the same proportion. Nor should they interpret a short-term rebound in one token as evidence that the risks facing the entire project have been resolved. 4. After a Price Crash, the Most Dangerous Thought May Be: “It Must Have Bottomed by Now” When a token loses 30% or more of its value in a single day, some investors have an immediate reaction: If it has already fallen this much, isn't it time to buy the dip? This line of thinking overlooks a crucial fact: the magnitude of a price decline alone cannot determine an asset’s fair value. If the sell-off is merely a short-term emotional shock, while the project’s actual usage, liquidity, and governance mechanisms remain stable, a rebound may be possible. But if the market is reassessing long-term problems such as dependence on the founder, drying-up liquidity, opaque governance, or insufficient token demand, the price could continue falling. One point deserves particular attention: the quoted price on a trading interface does not necessarily reflect the price at which a large position can actually be liquidated. In thinly traded markets, selling a substantial position can result in significant slippage. A price rebound may also be a superficial change driven by a small number of trades, rather than evidence that the market has returned to normal. So when facing a sharp sell-off, the right question is not, “How much has it already fallen?” but rather: Does the logic that originally supported the price still hold? Does the project have real demand independent of the founder’s personal brand? Can its liquidity pools withstand a concentrated wave of selling? If no new positive developments emerge, is the current price still reasonably supported? These questions matter far more than trying to guess a short-term bottom. 5. Decentralized Projects Must Answer a Real-World Question: What Happens If the Founder Disappears? A project's resilience is often tested not when users are flooding in during a bull market, but when a key figure suddenly becomes unable to participate. Investors can evaluate this through four key dimensions. First, can the technology operate independently? Is the network maintained by multiple independent participants? Can its smart contracts be publicly verified? Do critical project functions depend on centralized servers? Second, is governance sufficiently decentralized? Are there privileged permissions that allow someone to unilaterally upgrade contracts, pause the system, mint tokens, or transfer funds? Who controls these permissions? Are there transparent multisignature arrangements or governance procedures? Third, can development continue without interruption? Are there developers, maintainers, and ecosystem participants beyond the founder? Can code updates, vulnerability fixes, and version releases proceed independently? Fourth, does the token have independent demand? Why do actual users need it? Is it used for real transactions, payments, network resources, or other clearly defined purposes? Can demand be sustained, rather than relying primarily on marketing and promotion? It is important to emphasize that decentralization is not a simple binary label. Network consensus, governance permissions, development decisions, fund control, and market communication can each have different degrees of centralization. A project may be relatively decentralized at the technical level while remaining heavily dependent on its founder for governance or market confidence. This is precisely the kind of structural risk investors need to identify. 6. What Should Ordinary Investors Do? Richard Heart’s case does not mean that every altcoin is unsafe simply because of one news story. Nor should investors ignore the risks associated with a token merely because its underlying network continues to operate. A more rational approach is to translate risk assessment into decisions about your own holdings. If you hold HEX, PLS, or PLSX, first verify the exact token, the network on which it operates, actual trading depth, and the conditions under which you can exit your position. Do not decide whether to add to your holdings based solely on the size of a price decline, and do not assume a rebound is inevitable. If you are considering buying, first verify the latest legal developments, examine project development, ecosystem activity, governance permissions, and actual liquidity, and establish in advance the maximum loss you can afford to bear. If you hold other altcoins, use this incident as an opportunity to review your portfolio. Which projects depend on a single founder? Which have independent development and governance mechanisms? Which tokens derive most of their valuations from promotional narratives rather than verifiable real-world demand? These questions may not predict the next price movement, but they can help you identify the risks you are actually taking. Conclusion: What the Crypto World Really Needs Is More Than Decentralized Code Richard Heart’s detention in Türkiye is an ongoing legal matter. Whether extradition will follow, how the relevant allegations will be handled, and how the HEX, PulseChain, and PulseX ecosystems will evolve all remain questions that require further reliable information. But this case has already raised a question the entire industry needs to address seriously: If a project's future still depends on a particular founder, how far has its decentralization really progressed? Decentralization is not just about where nodes are distributed, nor is it simply a matter of whether smart contracts can execute automatically. It also concerns how governance power is allocated, how development is sustained, how assets are managed, and whether users can still rely on the system when a key figure is no longer able to participate. For investors, the most important goal is not to find a founder who will never get into trouble. It is to find an investment structure in which you do not completely lose your ability to assess the situation or exit your position if the founder does. Because in the crypto market, the real danger is often not that someone suddenly becomes the headline of the day, but that only at that moment do you discover that what you bought was not just a token, but also a bet on one person never getting into trouble. Risk Disclaimer: This article is intended for crypto asset risk education and informational analysis only and does not constitute investment advice. The relevant legal proceedings are ongoing. Legal allegations do not constitute a finding of guilt, and crypto asset prices and liquidity may experience extreme volatility.
