Cardano (ADA), Chainlink (LINK), HBAR Network, Stellar (XLM) Aptos (APT), and Avalanche (AVAX) have jointly asked the SEC to turn its digital commodity framework into binding regulation rather than leaving it in explanatory language.
The letter arrives on a day when Bitcoin (BTC) has recovered from the recently bottomed-out structure at lows near $81,000 support levels and is trading back above $83,000 threshold, though the broader crypto market remains cautious after a choppy stretch.
Six Networks Push for Lasting Clarity
The coalition, which includes the Cardano Foundation, Chainlink Labs, HBAR, the Stellar Development Foundation, Aptos Labs, and Ava Labs, submitted the comment ahead of the close of the SEC’s Regulation Crypto Assets proposal.
Their core request is straightforward: place the definition of a “digital commodity” and its non-security status directly into the operative text of the rule instead of only the preamble.
Chainlink (LINK) policy head Taylor Barr noted that builders need lasting certainty. The groups argue that codifying the March interpretation would reduce the risk of future shifts and give projects clearer ground to operate in the United States.
The letter also seeks related adjustments, including a presumption that secondary-market sales of already-identified digital commodities do not involve investment contracts.
Regulatory Progress vs. Market Reality
The joint letter highlights a growing willingness among established layer-1s and infrastructure networks to coordinate on policy.
By focusing on codifying existing guidance rather than requesting entirely new rules, the groups are aiming for durability.
Whether the SEC incorporates the language remains to be seen, and any final rule would still sit within a wider regulatory landscape that includes the CFTC.
On the price side, today’s rebound offers some relief after recent weakness, but it does not erase the cautious tone that has defined October.
Sustained strength would likely require follow-through above nearby resistance and clearer signs that institutional flows are stabilizing. For now, the market is reacting to both the regulatory development and the technical bounce without committing to a larger directional shift.
