Cardano Foundation introduces toolkit to enable token freeze and seize powers

The Cardano Foundation has launched a new compliance toolkit that allows issuers of regulated tokens to freeze or seize assets such as stablecoins, funds, and bonds issued on the Cardano blockchain. This move is intended to align Cardano’s infrastructure with evolving regulations, enhancing on-chain controls for tokenized assets.

Compliance toolkit goes live on Cardano mainnet

The Swiss-based Cardano Foundation, which manages and advances the Cardano blockchain, confirmed that the new toolkit, based on the CIP-0113 Cardano Improvement Proposal, has gone live on the mainnet. The implementation did not require a hard fork, streamlining deployment.

This toolkit enables asset issuers to screen transaction recipients and block wallets targeted by regulatory sanctions. Parameters such as identity verification, anti-money laundering checks, and freeze-and-seize controls can be customized via pre-built modules or through tailor-made rules. Issuers can update these settings as regulations change, without altering the base token standard.

Whenever a transaction—such as minting, burning, or transferring—is initiated, the Cardano ledger checks compliance with the issuer’s rules before approval. Transactions that do not meet these standards are automatically rejected.

Cardano Foundation CEO Frederik Gregaard noted that the asset’s rules “have to travel with the asset and be enforced every time it moves.”

Restrictions placed on tokens are not limited to a single application; they are enforced across wallets and services, maintaining consistent compliance as tokens are moved within the ecosystem.

However, the expanded oversight can also present challenges. If an issuer’s rules allow, tokens can be clawed back from user wallets without their consent. Technical documentation for CIP-0113 warns lending services to verify token-issuer permissions before accepting assets as collateral.

The “Freeze & Seize” feature remains optional, according to the official Aiken implementation repository, allowing issuers to choose whether to enable these compliance functions.

Stablecoin and programmable asset landscape

Despite the new compliance capabilities, Cardano’s stablecoin market remains small compared to its counterparts. According to DeFiLlama, the stablecoin sector on Cardano currently stands at approximately $67.5 million.

Cardano added support for the Coinbase x402 payment standard only in September, highlighting its relatively recent entry into widely used payment protocols for digital assets.

The Cardano Foundation positioned the CIP-0113 toolkit as a solution to global regulatory guidance, such as requirements from the Bank for International Settlements and the International Monetary Fund. Both organizations have called for programmability in tokenized finance to enable embedded compliance features.

The Swiss Capital Markets and Technology Association has recognized CIP-113 Programmable Asset Tokens as meeting Swiss compliance frameworks, confirming its utility for certifying digital equity securities.

Technical and regulatory background

The compliance toolkit’s technology is based on earlier Cardano development efforts, particularly the CIP-143 reference design by Phil DiSarro and the IOG team, now implemented in the Aiken smart contract language.

Charles Hoskinson, Cardano’s founder, previously described the freeze-and-seize capability as useful beyond enforcement, citing non-adversarial applications like asset recalls, identity updates, and dividend payouts. The Cardano Foundation states that a dedicated securities module for regulated financial instruments continues to be developed.
