Thailand SEC sets Feb. 2027 deadline for crypto Travel Rule compliance

Thailand’s Securities and Exchange Commission has announced that all digital asset businesses must fully implement new compliance systems to meet the finalized version of its crypto Travel Rule by February 27, 2027. Firms that fail to comply with these regulations will lose their authorization to operate in Thailand.

Key requirements for operators

The SEC’s directive requires licensed exchanges and other digital asset sector players to be able to identify both the sender and recipient in every cryptocurrency transfer by the stated deadline. The upcoming compliance regime brings these transactions closer to the standards applied to traditional bank wire transfers.

The SEC has detailed four core obligations for digital asset operators:

  • Firms must establish clear policies and procedures to manage transfer-related risks.
  • Operators are required to collect identity information for customers and their counterparties.
  • Originator and beneficiary information must be included alongside the transfer order to the receiving party.
  • Businesses will need to maintain transaction records for a minimum of five years.

In addition, operators must enhance due diligence on both intermediaries involved in the transfer process and entities at the other end of each transfer.

The five-year data retention rule comes with an extra stipulation: for the first two years after each transaction, all records must remain accessible to regulators upon request.

Self-custodial wallet compliance challenges

A significant obstacle arises from the need to verify that users truly control funds sent from self-custodial wallets, where individuals hold their own private keys. Unlike exchange-hosted wallets, self-hosted wallets typically lack the know-your-customer information that platforms normally require during user registration.

Preparation for these changes followed several rounds of public consultation, the most recent of which concluded on September 2. Earlier consultations took place in March, April, June, and July, leading to the development of these final rules.

Regulatory coordination included efforts by the Anti-Money Laundering Office (AMLO) and a dedicated subcommittee tasked with synchronizing financial data in order to detect suspicious transactions. While the AMLO prepares its own regulations under the anti-money laundering law, it has issued interim guidance to digital asset businesses.

SEC Secretary-General Pornanong Budsaratragoon pointed out that the new compliance measures are intended to reduce the risk of digital asset operators being used for money laundering or terrorist financing activities.

Alignment with global standards and regional trends

The push for stricter oversight is part of an effort to bring Thailand’s framework in line with standards recommended by the Financial Action Task Force, whose Recommendation 16 initiated the Travel Rule for cryptocurrency transactions. According to FATF, by 2026, 83% of surveyed jurisdictions had already implemented similar legislation, highlighting Thailand’s late entry into this space.

The enhanced regulatory activity forms part of Thailand’s broader strategy for digital assets. Recently, the SEC also proposed that intermediaries may provide retail investors with access to select overseas crypto derivatives and advanced draft rules concerning spot Bitcoin and Ether exchange-traded funds.

Neighboring South Korea is following a parallel schedule, with an expanded version of its own Travel Rule also set to take effect in the same month.
