CLARITY Act Update for XRP Holders: House Majority Whip Drops Fresh Statement
House GOP Majority Whip Tom Emmer has made his frustration public. The U.S. House of Representatives passed the CLARITY Act over a year ago. The bill cleared the chamber with nearly 100 Democratic votes alongside Republican support.
The CLARITY Act is a crypto market structure legislation bill designed to establish clear regulatory rules for digital assets in the U.S. It has since sat in the Senate, waiting.
The House Gets Things Done
Emmer posted on X, stating that the House gets things done. He referenced the CLARITY Act alongside two other legislative priorities the House has sent to the Senate: the SAVE America Act and the Reconciliation 3.0 package.
In an attached video, he told the interviewer, “We sent the CLARITY Act, which is about digital assets, a market structure bill. We sent that a year ago, Cheryl, with almost 100 Democrat votes, and it languishes over in the Senate.”
Why the Bill is Stuck
The CLARITY Act passed the House in 2025 and advanced through the Senate Banking Committee in May. It is designed to establish a clear regulatory framework for digital assets in the U.S., enhancing clarity for XRP and the broader market through proper regulation.
The bill then stalled on the Senate floor. The dispute centers on ethics language that Republican negotiators released in late July. Warren’s minority staff on the Senate Banking Committee reviewed the text and concluded it was “riddled with major loopholes.”
September 15 is the Deadline
Senate Majority Leader John Thune filed cloture before the August recess, securing the bill its floor time. A cloture vote is now scheduled for September 15 at 2 p.m. The bill needs 60 votes to advance past that threshold. All 53 Senate Republicans are committed to voting yes, leaving a 7-vote gap that must come from Democrats.
Senator Cynthia Lummis, one of the bill’s strongest advocates, has closed the door on further negotiation. She said the Senate should vote and “let the chips fall where they may.”
Will the Senate Act?
Responses to Emmer’s post reflected widespread frustration with Congress as a whole. Many commenters critiqued both chambers. Several questioned congressional priorities, and the general tone leaned toward dissatisfaction with the pace of government action.
Failure to move forward on key legislation like the CLARITY Act may cost the Republicans votes during the midterm. Senator Lummis highlighted this possibility, suggesting that failure to pass the bill could push proper crypto legislation as far as 2030. The House has acted. The future of crypto regulation in the United States now rests on the Senate.
