Canadian Finance Minister Chrystia Freeland will announce details of retaliatory tariffs against the United States together with other senior cabinet officials on Tuesday, specifying which economic sectors and regions will be targeted. These measures will take effect on September 8, theoretically allowing some time for the US and Canada to return to the negotiating table. Previously, US President Trump imposed a 50% tariff on Canadian goods worth $20 billion, with both sides accusing each other of introducing new demands at the last moment of negotiations.2. On Monday, Trump further escalated his threats by announcing a 50% tariff on automobiles and auto parts manufactured in Canada starting January 1 next year. Economists warn that this move will disrupt the North American automotive supply chain and severely impact Canadian manufacturing. The Automotive Parts Manufacturers’ Association of Canada stated that the US tariff threats on Canadian parts will ultimately be paid for by the US auto assembly sector.3. Prime Minister Carney stated that given the much larger scale of the US economy compared to Canada, it will be difficult for Canada to respond with equivalent retaliation, and may instead take a “more targeted approach,” emphasizing that “all options are being considered.” Scotiabank economists expect the retaliatory measures will “heavily target Republican stronghold regions and especially impact industries and companies in districts with closely contested midterm elections.”4. Ontario Premier Ford called for all provinces to adopt a unified strategy, limiting exports of critical commodities such as oil, natural gas, electricity, and potash to the United States. However, Alberta Premier, whose province is rich in oil resources, rejected the proposal, arguing it would harm Canadian exporters. The conservative-leaning Fraser Institute warned that retaliatory actions may backfire, raising domestic costs and adding further pressure to the integrated North American supply chain.5. Carney stated that he was not surprised by Trump’s latest tariff threats, saying the US's refusal to reduce tariffs on medium and heavy trucks was one of the reasons for the breakdown of the preliminary agreement. He accused the Trump administration of “trying to destroy our major industries, including automotive, steel, and aluminum,” and called the negotiation terms “fundamentally unfair.” The White House previously stated that the trade standoff had led to a 22% decrease in Canadian car imports from the United States. Polls show that three-quarters of Canadians support Carney’s decision to withdraw from the negotiations.
