The final text of the U.S. Digital Asset Markets Clarity Act was released on Sunday. The latest version incorporates several amendments previously proposed by Democrats, shifting market focus to the upcoming procedural vote in the Senate. With Trump agreeing to include some ethical constraints, the bill's progress is expected to accelerate significantly.
Final Version Includes Ethics and Stablecoin Provisions
The new text requires certain public officials to manage related holdings or place assets into qualified blind trusts. This arrangement draws inspiration from the 1978 Government Ethics Act. Penalties for violations are 20% of the transaction amount or $500,000, whichever is higher. These rules will take effect within 360 days of the bill's enactment, or 60 days after the implementation details of Section 10102 are released.
Regarding stablecoins, the bill includes a separate restriction mechanism. If the U.S. Treasury Secretary determines that funds are flowing out of community banks on a large scale and into on-chain stablecoins, the Treasury can restrict stablecoin reward programs for up to 18 months.
Expanded Exemptions for Developers
The Blockchain Regulatory Certainty Act, which accompanies the bill, has undergone relatively minor changes, but its impact on developers and infrastructure participants is direct. The new text retains the protection of developers exempt from registering as remittance businesses, while extending this protection to miners and validators.
This change means that some participants who only provide network operation, verification, or code development services have clearer boundaries under the federal regulatory framework.
More Specific Decentralization Criteria
Part A of the bill outlines the "coordinated control" criteria to determine whether a network can escape securities classification. The text proposes five core conditions, including whether the code is open source, whether the network is permissionless and neutral, whether the tokens or voting rights are decentralized, whether the system has autonomous operation capabilities, and whether the token value mechanism is independently established.
The bill also defines a "distributed ledger controller," that is, an individual or entity capable of altering network functionality or consensus rules. If a project is controlled by a single operator with a unique orderer or a primary set of validators, it may be more difficult to meet this criterion.
The concentration threshold for tokens or voting rights is 49%.
If a single entity can unilaterally alter the network, the risk will increase.
Sorter and validator control are becoming key areas of scrutiny.
Some applications face increased scrutiny pressure.
The report mentions that Hyperliquid may become a typical example to observe among large on-chain applications. This is because its validator pool is relatively small, its foundation has strong influence, and it has a history of manual intervention in network operations. According to the article, Hyperliquid Foundation validators account for approximately 47% of all staked HYPE, which is still below the 49% threshold, but if the team's share is also considered, compliance assessments may be more complex.
Meanwhile, Trump recently publicly stated his desire to bring Hyperliquid to the US market. This means that if the bill continues to advance, relevant platforms may need to proactively adjust their structures to meet the requirements of the new framework.
Additional information: The report also mentioned that Trump's 2025 financial disclosures show that his crypto-related income exceeds $1.4 billion, a significant portion of which comes from World Liberty Financial, the USD1 stablecoin, and the TRUMP token. This is also an important background for the Democrats' push to include ethics clauses.$GRVT

🚨 PUBLIC CITIZEN REPORT: TRUMP CRYPTO VENTURES LEAVE INVESTORS $4.7B UNDERWATER! 📉
A landmark report released by consumer watchdog organization Public Citizen claims that retail investors in digital asset projects tied to President Donald Trump and his family have suffered at least $4.7 billion in losses since 2022. As Congress prepares to debate sweeping market structure legislation, the findings have reignited intense scrutiny surrounding executive ethics, token mechanics, and wealth distribution across politically backed crypto assets.
Breakdown of the $4.7B Losses & Wealth Transfer
Public Citizen’s investigation analyzed a wide portfolio of Trump-linked ventures, including the Official Trump (TRUMP) memecoin, World Liberty Financial (WLFI) governance tokens, Trump NFT Trading Cards, and digital asset treasury holdings:
The TRUMP Memecoin ($3.2B in Losses): Accounting for the lion's share of the deficit, the TRUMP memecoin caused an estimated $3.2 billion in investor drawdowns after collapsing from its early peaks. Public Citizen framed these losses not as money that evaporated, but as a massive "wealth transfer" from late retail buyers to a small group of early holders.
World Liberty Financial Governance Token: Holdings in the World Liberty Financial project accounted for roughly $1 billion in cumulative losses as public market purchasers saw deep markdowns from peak token valuations.
Stablecoin Exception (USD1): Interestingly, buyers of World Liberty Financial's USD1 stablecoin were noted as avoiding major drawdowns due to its pegged asset structure.
Executive Revenue vs. Regulatory Pushback
While retail buyers absorbed heavy downside, the report details substantial revenues generated on the licensing and enterprise side:
Trump Revenue Generation: Public Citizen estimates over $635 million was collected in memecoin licensing fees, alongside $7.2 million from NFT royalties and $600M+ tied to World Liberty token sales and equity arrangements.
The CLARITY Act Conflict: Public Citizen is utilizing the findings to push for mandatory presidential divestment provisions within the upcoming Digital Asset Market Clarity (CLARITY) Act set for a Senate cloture vote.
White House Stance: White House representatives have previously maintained that there are "no conflicts of interest" regarding the president's personal or family crypto holdings.

Abu Dhabi royal reportedly backs stake in Trump-linked crypto bank venture
A group tied to Abu Dhabi royal Sheikh Tahnoon bin Zayed Al Nahyan reportedly backs the largest outside stake in the holding company behind World Liberty Financial’s proposed US trust bank.
➡️ What happened
Sheikh Tahnoon’s group is reportedly behind StringZ Holding, which owns 49% of WLTC Holdings
An entity linked to Donald Trump’s family reportedly owns another 38%
➡️ Why this matters
WLTC Holdings is behind World Liberty Trust Company, which received preliminary conditional approval from the OCC on Aug. 14
If fully approved, the trust bank would handle issuance, redemption and custody for World Liberty’s USD1 stablecoin
➡️ What is confirmed
OCC documents confirm StringZ is an investor in WLTC Holdings and agreed not to influence the bank
The documents do not name Sheikh Tahnoon or disclose StringZ’s exact stake
➡️ What comes next
The trust bank still cannot operate until it meets OCC pre-opening requirements and receives final approval
The deal may draw more political scrutiny because Tahnoon previously backed a $500 million purchase of 49% of World Liberty Financial
Conclusion: World Liberty’s banking plan is no longer just a crypto story. It now sits at the intersection of stablecoins, US banking approval, Trump-linked business interests and Gulf capital — which means every regulatory step will attract political attention.

🚨 JUST IN: Justin Sun has launched a major legal attack on World Liberty Financial ($WLFI).
A California federal judge has ruled that Sun’s individual claims against World Liberty will remain in open court, rejecting the attempt to move everything into secret arbitration.
Sun alleges that after investing $45M into $WLFI, the project used a smart-contract backdoor to freeze, restrict or burn his tokens.
He is seeking hundreds of millions in damages.
Sun also raised concerns about:
🔹 $WLFI token controls
🔹 $USD1 freeze/burn capabilities
🔹 Reported $75M+ borrowing against $WLFI
🔹 World Liberty’s financial capacity
🔹 Past litigation involving its leadership
These are allegations from Sun, not proven facts.
The case could become a major test of transparency for $WLFI and USD1.
DYOR. Stay cautious.
