Cboe Clear’s SEC registration lets the clearinghouse handle securities

Cboe Clear U.S.’s temporary SEC registration opens the way for the clearinghouse to handle securities alongside futures and swaps, with binary options tied to corporate performance planned as its first use. Cboe Global Markets, Inc. said the approval gives Cboe Clear U.S., LLC (CCUS) status as a Covered Clearing Agency.

Key takeaways

  • CCUS can now add securities products to its clearing scope.
  • Corporate KPI-linked binary options are planned for the fourth quarter of 2026.
  • CCUS elected Subpart C status in June, adopting enhanced CFTC standards.

Cboe Clear’s SEC registration expands its clearing scope

The U.S. Securities and Exchange Commission granted CCUS temporary registration as a Covered Clearing Agency. That authorization adds securities clearing to the activities permitted under its existing Commodity Futures Trading Commission (CFTC) framework.

CCUS already operates as a CFTC-registered Derivatives Clearing Organization (DCO). Cboe said the broader clearing scope supports its plans for emerging products across multiple asset classes.

The expansion complements Cboe’s longstanding relationship with The Options Clearing Corporation and its support for the established infrastructure used to clear traditional equity options.

Corporate KPI-linked binary options planned for 2026

Cboe Clear U.S. will first use its SEC registration to clear binary securities options linked to specified corporate key performance indicators, or KPIs. Cboe plans to list the contracts on Cboe Options Exchange and make them available through Robinhood in the fourth quarter of 2026.

The securities authorization sits alongside CCUS’s existing derivatives permissions. The clearinghouse has CFTC approval to clear margined futures broadly and continues to clear digital asset derivatives through its DCO designation.

“Clearing plays a critical role in bringing innovation to market,” said Dale Michaels, Head of Cboe Clear U.S. He said the expanded capabilities would support product development and changing customer needs while maintaining the business’s risk-management standards.

Enhanced financial and risk standards underpin expansion

CCUS elected in June to become a Subpart C DCO, voluntarily adopting enhanced CFTC requirements covering financial resources, risk management and operational resilience. Cboe described the election as part of infrastructure work undertaken over the past year to support future growth.

Those are the enhanced standards the CFTC applies to systemically important DCOs. Cboe said adopting them aligns CCUS with requirements applied to leading global clearing organizations.

The U.S. expansion also accompanies growth in Cboe’s European clearing business. Cboe Clear Europe, which Cboe describes as the leading pan-European equities central counterparty, is expanding into securities financing transaction clearing.
